A licensed carpenter has trade-school qualifications (Cert III in Carpentry) and is QBCC registered for structural work. A handyman generally isn't. For anything structural or load-bearing, you need a carpenter.

Depends entirely on scope. We charge fixed prices on most jobs after a site visit and quote — no open-ended hourly rates that blow out.
Structural changes, extensions, and major framing usually need approval. Cosmetic carpentry (skirting, trim, custom joinery) generally doesn't. We handle the paperwork as part of the job.
